Are you involved with the management and maintenance of diesel-powered equipment used in coal mines? We want to draw attention to the following condition which is contained in most ExDES design registrations:
“The registration holder must certify in writing that: a) Each diesel engine system conforms to the Notice of Registration of Plant Design (Diesel Engine System)”
A certificate of conformity (CoC) is provided by the registration holder to the customer at the time of purchase, and links the engine block serial number with the design registration. It is used as information in support of an application for item registration. It must be noted that while some design registration numbers (MDR’s) appear to be evolutionary (-1, -2, -3 etc) they stand alone and are considered as discrete registrations.
Unless information is released by the holder of the MDR which clearly establishes the technical differences between one registration to another and also provides the necessary permission (which may be achieved, for example, by the release of a technical bulletin), RSF workshops must only overhaul and repair the ExDES to the MDR number nominated on the compliance plate. In this scenario however, the registration holder must still provide a CoC in accordance with the condition on the registration.
CoCs from the design registration holder should be provided when submitting an application for item registration or change of information as evidence of original manufacture and MDR status. This may also extend to renewal applications which indicate a change in design registration.
